Yeah I don't believe we can actually create AI. We can only create an arrangement of matter such that an outside influence can manipulate it. And this outside influence will, if it doesn't know already, learn what we want from it, and reward us with that so we give it more and better things to manipulate.
We're currently at the "predictive models" level, i.e., artificial intuition. Even the language models are like this. They aren't actually communicating, only stringing words together following patterns they've formed by being trained on an enormous amount of text from different authors on different topics. ChatGPT's service also appears to prime the model by doing a web search for parts of your query and having it read probably the first 100 results before answering, so it tends to summarize search engine results.
