I thought it was an excuse to get drunk.
On a serious note I thought it was just another distraction for the masses as per the whole bread and circuses thing. And I wouldn't doubt they'd do something like that. Getting unknowing people to act out a ritual while also distracting them from what they should be paying attention to. Abd then laughing at them.
