In the UK, the term "Paki" is deemed derogatory and only used by racists when describing anyone from the Indian Subcontinent, be they Indian, Pakistani, Bangladeshi, or Sri Lankan. In Australia, "Paki" is a term of virtual endearment for the people of Pakistan who love their cricket at least as much as the Aussies do! Proof of what the speaker says about an "insulting" word only having any power to offend if it's given any!
