Even today when do gooders help and provide for them they attack or destroy. Peace Corps dug wells, put pumps in and the people they helped tore it up and wouldn't keep the thing serviced.

When the british left they scrapped all the machines left. When the british left india they used those industrial devices same with cuba there are korean war and older machinery still being used
