China can hit Taiwan with lots of missiles but, it lacks the amphibious capability to invade and occupy. Regardless of what little power Taiwan has, they have all the advantage if a slow moving invasion force is seen headed their way.
As far as I know, Taiwan has only two older diesel-electric subs and they had better be on station NOW. If not, and if they are really lucky, they can go out under cover of rain, which reduces radar effectiveness and the rain also creates noise for Chinese sonar receivers. Two old subs, alone, won't stop the invasion fleet but, they can sure slow it down big time. Yes, Chinese ASW will eventually sink them but, submariners know the risks when they take the job.
On the flip side, China should have developed a submersible troop carrier that can traverse the shallow water between China and Taiwan. Not a sub for fighting but, one with a broad beam elliptical hull that will provide lots of internal space and be able to operate in shallow water. Both submerged and on the surface. The deck should have hinged ramps that open from the top and allow rapid off loading of men and amphibious machines into the water.
