I pinned my reply to the top, because the standard reply layout, doesn't a allow formatted layout. So see down below - where this comment ties into.
You have to very quickly click into it to jump only a frame or two at a time - as there might be 15 or 30 or whatever, frames a second, and there is the lag, from the time you click to start, and the time that the video starts to play, and the time you click to stop... so if your very fast you can advance only a few frames, at a time, within the second....
And if you do it, "just so" you can get a CLEAN pause on the score board.
WITHIN the 04:48th second... the camera sweeps the score board.

So I would say the first number is the laps, then the average time per lap, and the second line might be their standing or position in the competition, then their name, and then the third line is their country and reigon.
One guy conked out about 1/3 of the way through the race, he was in red and on the left scoreboard with 35 laps, the apparent winner was in green with 100 laps, and the second place in yellow got 92 laps....
The scoreboard appears to be defective or showing defective displays, as the seconds per lap, are in seconds and the : is missing in two of them.
AND different countries use different conventions for marking decimal and thousands places, such as "." or ","
So the numbering in seconds per lap displays differently for each racer - 304.2 - 3:03,4 - 304,2 respectively.
It appears that they are timing to the 1,000th of a second per lap....
How do I correlate the lap times to the racers?, I every time one of the racers dances around and directly faces the camera, then I count "and 1 and 2 and 3" = 3 seconds... = what is on the score board...
