"Poor" is measured by abstract stats on credit availability and monetary circulation. If a country uses barter or cash, then that doesn't show up in the stats. Thus, Romania may be statistically "poor" but, still be quite functional. If Amr saw a lot of graffiti or trash strewn about, I'm sure he would've mentioned it.
On the flip side, go into the hell holes of ZOG-U.S.A. and into cities where urban decay, graffiti, drugs, tatts, single mothers, and other markers of decay are rampant. Statistically, they might be "rich" in comparison to Romania but, Diversity Decay overrides the economic ramblings of academic scribblers.
