i have inherited a car and it was a pain since i had no use for it. mostly parking. very stressful to find a place and simply park it while not bumping into another car. second pain was getting the checkup every two years to keep it road legal. it's insane. i had a burnt out bulb for the rear number plate and they failed me for that(while there was a backup one in the trunk). so i would never buy a car unless i have a place to park it safely and also have a daily use for it. in us it might be easy to own one but in europe, there is not enough space, for me, to drive and park and have a stress-free driving and parking experience in cities.

Unless the car is some kind of collectible or has sentimental value, I'd sell it. If you live in a big city with public transportation, you don't need a car. As for safety inspections, you could live in my state of Florida. The condition of some rattletraps on the road would blow your mind. Lawn guys frequently use tandem axle trailers for their mowers and equipment and they are SO STUPID that some believe their truck/trailer rig will get better fuel economy if they remove the leading axle. Yes, people are that stupid. And then some are just so cheap that if a tire blows out on the trailer, just take it and the opposite tire off and let the remaining good axle carry all the weight.
