What good is that doing? Why aren't Russian artillery firing tear gas grenades into the plant to clear it out, send in elite commandos to kill any enemy personnel who refuse to leave, and then bring in the tanks and portable air defense systems to secure the steel plant. A working steel plant is highly desirable and should be captured intact to the greatest extent possible.
If the plant is not operational, then send in the Tu-95 Bear bombers and drop thousands of tons of free fall bombs. BTW, why aren't the Bear bombers dropping bombs on all roads and railroads crossing the western border of Ukraine? This war is going to drag on until NATO supply lines are cut!
