Bad place to be in a BIG storm.....

It's an access hatch and small bay area, to get down and inspect the propeller and rudder, for entanglements, oil leaks, damage etc.

Probably only has an internally opening door - with the handle and lock on the inside.

I would hazard an educated guess that the door is probably 2 or so meters above the water line - and maybe via the engine room or from the deck.
