Note the lack of instruction about how to get down into the water, or the lack of a portable ladder - and the lack of a safety rope around the waist - just in case they have some kind of a seizure in the icy cold water and need to be pulled out...
These things are called degrees of redundancy - fail safes - crisis prevention....

The body of a woman who drowned in an ice hole in the Leningrad region was discovered using underwater cameras. This was told by the head of the emergency rescue service of the All-Russian Society for Water Rescue (VOSVOD) Alexander Zuev on Friday, January 28.
