Mines can be "ethically" used to plug up border crossings. On that note, Putin hasn't done shit to plug up Ukraine's border crossings in the west. That's how ZOG-NATO is getting so much stuff delivered to their Jewish henchmen in Kiev.
Russia should have been bombing all roads, railroads, bridges, and irregular crossings along the western border. The old Tu-95s, with hundreds of bombs each, is an ideal platform to do that. Then drop thousands of mines in those bombed out areas to make reconstruction very slow, difficult, and dangerous. That will stop the flow of western weapons and, subsequently, hasten the end of the war.
