As with most western countries the reaction was delayed, I'm not sure how reliable the New York Times is though they have said the chinese were leaning on the WHO to delay calling this a pandemic. I can't blame Trump for his delayed response. Both China and the WHO lied to the world. However, when Trump learned the truth, he reacted quickly and shut down the border.
