This is incompetent municipal government, nothing else. They've been 'upgrading' a seriously outdated sewage system for a couple of decades now. They have manholes on people's property, above the curb in some places, so the water on the road has to rise over the four inch curb, before it starts to drain. Note: water does not drain 'up'. The sewer system is so dysfunctional that it has dumped millions of metric ton of shit, actual human shit, directly into the Ottawa river, more than once, in the last few years. Don't go fishing unless you're looking for Mudshark or the bottom dwelling Whiskered Turdfish. Too busy worrying about make believe genders to worry about actual, real-life problems. They must first determine the river's preferred pronouns. It might identify as a septic tank.
