There was a study done in Africa some years ago back that found people with circumcised penises were less likely to catch HIV, but that was never the impetus for male circumcision. Male circumcision was a hygiene response to disease, in the 50's about 80% of men where routinely circumcised at birth, but as better sanitation became the norm circumcision gradually fell out of fashion. Pretty sure the whole circumcision stops masturbation thing was a fringe religious argument and was never mainstream.
