What Popp tells us is only the tip of the iceberg. Things are actually much worse.
The Russkies military doctrine openly states that they can start nuking everybody when their unprovoked aggression doesn't bring the results they wanted. Their elite boneheads are seriously planning to survive the nuclear war, they are not aware that their demographic situation doesn't allow any loss of lives. The only way to have them slow down their doomsday preparations is to have China pay more attention to Russia.
Geriatric Europe will be lost, good riddance. The Middle East will go up in smoke and there will be nobody left to investigate who did what.
The only way for the US to postpone or limit nuclear conflict will be to stock up on autonomous weapons of mass destruction that should make Putin shit his pants and invest all his savings into the arms race. In the meantime, the US will have to sell Taiwan to buy time.
